The Air Transport Unit is responsible for the issuing of Economical Authority & Air Operator Certificate (AOC) (in conjunction with Airworthiness & Registration and Operation Unit) to National air carriers, and for the issuing of Operating Permits to Foreign air carriers (transporting passengers, baggage, cargo, or mail). There are three (3) types of air transport (commercial) operations that are regulated by the Air Transport Unit:
I. National Air Carrier: The Economical Authority and the Air Operator Certificate (AOC) are issued to the National air carriers, according to National and International laws and regulations.
II. Foreign Air Carrier (Scheduled Operations): Operating permits for this type of operation are issued according to National and International laws and regulations governing scheduled operational flights.
III. Foreign Air Carrier (Non-Scheduled Operations): Operating permits for this type of operation are issued according to National and International laws and regulations governing non-scheduled operational flights.

FOREIGN AIR CARRIER:
The following links will provide the necessary list of required documents that a Foreign air carrier needs to submit in order to obtain an Foreign Air Carrier Operating Permit to operate commercial flights into Aruba.
All documents must be provided in Dutch, Spanish or English or be accompanied by a notarized translation and must be submitted via email, fax, or postal.

Code Sharing:
For the approval of a Code Sharing Agreement between Air Carriers operating into Aruba, a copy of the following documents must be submitted:
Over-Flights & Technical Stops:
For over-flights and technical stops over/in Aruba, no approval is required by our Department as long as the foreign
Air Carrier’s States is a member of the ICAO Contracting States. Otherwise, an approval is required by our Department.
Dangerous Goods:
For the transportation of Dangerous Goods, a separate Permit is required. This type of operation must be requested to and
approved by our “Airspace and Aerodromes Unit” (LLI). Please contact [email protected] or

- Signed Code Sharing Agreement (contract) between the two (02) Air Carriers;
- An official letter from both Air Carriers’ Civil Aviation Authority where they approve of the Code Sharing Agreement.
